ENVIRONMENTAL SERVICES

The City Engineering Department's environmental mission is to assess and improve the safety of the community's natural resources through the use of educational programs and investigative methods. The Environmental Division conducts site investigations of construction sites, monitors surface and underground methane emissions at the landfill, samples groundwater around the landfill, samples stormwater throughout the City, and samples water in problem locations. The Environmental Division works with the Alabama Department of Environmental Management, and Clean Water Partnerships helping to provide compliance throughout the City. The Environmental Division also handles citizen complaints as they pertain to illicit discharges and illegal dumping.

NOISE MONITORING
The Environmental Division has monitored noise outside facilities; however, the Division does not monitor the noise that speakers in vehicles create.

The City has a Quest Q-400 dosimeter. This dosimeter is a small instrument capable of analyzing noise levels. It can measure frequency weightings, response times, exchange rates, threshold levels, critical levels and measurement ranges. Also, it can conduct more than a week of full-shift monitoring and then download the data into a computer for reporting and charting.

Loudness level is measured in decibels (dBA) and several factors have to be considered when measuring noise levels.

If a person is exposed to loud noises for a length of time, damage to the eardrum may occur. Employees with the Environmental Division have been called out on complaints about businesses that had high noise levels and the noise level was lowered.
Police department employees measure sound levels being emitted from car speakers and those noise levels have been much higher than businesses that were tracked.
