FY 2025 Tier II Reporting Requirements
The Montgomery City/County Local Emergency Planning Committee (MCCLEPC) adopted new Tier II Reporting requirements on June 11, 2025. For FY 2025, all Tier II Report submissions for Montgomery County, Alabama must be submitted via E-Plan Online Tier II Reporting System at https://tier2.erplan.net/onlinefiling/filingLogin.htm. No other submissions will be accepted. Do not submit .t2s files via email.
PRO’S:
• No software installation on your computer
• No software updates are required every year
• E-Plan submitted information is retained from year to year in one database and changes are easily made by logging in.
• E-Plan’s Online Tier II Reporting System allows you to retrieve your submission from any computer
• No lag of current information for first responders each year; will not have to wait for consolidation of Tier2Submit reports into E-Plan.
CON’S:
• E-Plan charges a fee each year (currently $25 per facility)
If you have previously submitted Tier II data to ADEM by e-mail, your facility information should already be in E-Plan. However, you still must obtain your company’s E-Plan Access ID to log in. Do not register a new account with E-Plan unless you have never filed or filed Tier II forms prior to 2016. This new requirement will provide first responders with current critical information when responding to facilities who fall under the Superfund Amendments and Reauthroization Act and protect the safety and health of the citizens of Montgomery County.
