Assistant Fire Chief Garrett Henderson

The Logistics Division, led by Assistant Fire Chief Garrett Henderson, is responsible for ensuring that Montgomery Fire/Rescue has the equipment, facilities, and operational support necessary to function at the highest level of readiness. Chief Henderson oversees all department inventory, including procurement, distribution, and lifecycle management of firefighting, EMS, and operational equipment.

He is responsible for the maintenance and repair of all fire stations and apparatus, ensuring that facilities remain safe, functional, and mission‑ready, and that the department’s fleet is serviced, inspected, and operationally reliable. His leadership ensures that frontline personnel have the tools, resources, and support required to respond effectively to the needs of the community.

Chief Henderson also serves on the City of Montgomery Accident Review Board, contributing to citywide safety oversight and post‑incident evaluation. In addition, he manages the department’s records retention program, ensuring compliance with municipal, state, and federal requirements for documentation, archiving, and information management.

Through disciplined management, strategic planning, and a commitment to operational excellence, the Logistics Division supports every aspect of Montgomery Fire/Rescue’s mission. Chief Henderson’s work ensures that the department remains equipped, prepared, and positioned to deliver the highest standard of service to the citizens of Montgomery. Chief Henderson holds an Associate’s Degree of Fire Science, and Emergency Medical Technician Associates of Arts. A Bachelors in Fire administration, a Master's Degree in Public Safety, and holds numerous professional certifications from the Alabama Fire College and The National Fire Academy.  

Suppression and EMS Division

Assistant Fire Chief Clifford Thornton

The Suppression & EMS Division, led by Assistant Fire Chief Clifford Thornton, is the largest operational component of Montgomery Fire/Rescue and is responsible for delivering all-hazards emergency response to the citizens of Montgomery. This unified division integrates both fire suppression and emergency medical services under a single command structure to enhance coordination, improve response efficiency, and ensure seamless service delivery across all incident types.

The division consists of 15 Engine Companies, 6 Ladder Companies, 12 medic units, 5 Advanced Life Support (ALS) engine companies, and 4 District Chiefs operating across four response districts. Collectively, these units respond to more than 5,000 fire suppression incidents and approximately 38,000 medical emergencies each year.

Personnel assigned to the Suppression & EMS Division are cross‑trained as both firefighters and emergency medical providers, enabling them to operate interchangeably across fire and EMS missions as operational needs dictate. Members are equipped with advanced firefighting and medical equipment and receive continuous training in all aspects of emergency response, including fire attack, rescue operations, hazardous materials, advanced life support, and technical emergency skills.

Through this unified structure, the division ensures that Montgomery Fire/Rescue delivers a coordinated, disciplined, and highly capable response force. The dedication and professionalism of the men and women assigned to this division uphold the department’s commitment to providing the highest level of service to the community. Training

Assistant Fire Chief Ronnie Bozeman

The Division of Training & Special Operations, led by Assistant Fire Chief Ronnie Bozeman, is responsible for coordinating and delivering all suppression, EMS, and continuing education training for Montgomery Fire/Rescue’s 411 members. The division provides comprehensive instruction through a professionally staffed and highly structured Fire Academy, educating approximately 80 trainees each year. Its mission is to enhance safety, readiness, and service to the public through high‑quality education, a balance of tradition and innovation, and a commitment to recruiting and developing qualified personnel.

In addition to its core training responsibilities, the division now oversees all Special Operations functions for the City of Montgomery. This includes command and coordination of the department’s Hazardous Materials Team, Dive Rescue Team, Heavy Rescue Team, and Urban Search and Rescue (USAR) Team. These specialized units respond to high‑risk, technically complex incidents and require advanced, ongoing training to maintain operational proficiency. Under Chief Bozeman’s leadership, Special Operations integrates seamlessly with departmental training to ensure consistent standards, readiness, and capability across all disciplines.

Annually, the department completes more than 97,000 man‑hours of fire‑suppression‑related training and over 16,000 man‑hours of continuing education courses, including Hazardous Materials, Fire Instructor, Fire Officer, Incident Command, and other advanced subjects. The division also manages Citizen CPR Classes and Public Education.

Administrative Services

Assistant Fire Chief James Shaffer

The Administrative Services Division, led by Assistant Fire Chief James L. Shaffer, manages the essential business and support functions that sustain Montgomery Fire/Rescue’s operational readiness. Chief Shaffer oversees procurement, budget development and oversight, grant management, financial administration, accounts payable, and record‑keeping, ensuring accuracy, accountability, and compliance throughout the budget cycle.

Chief Shaffer serves as the department’s liaison to the City’s Communications Division, coordinating messaging needs and ensuring alignment between operational priorities and public communication. He also manages travel and training administration, providing personnel with the logistical support necessary for professional development, certification, and specialized instruction.

The Administrative Services Division is responsible for fire department supply, including the acquisition, distribution, and tracking of essential equipment and consumables. Chief Shaffer also oversees equipment repair coordination, ensuring that critical tools, gear, and support assets are serviced, maintained, and returned to service efficiently.

Within the division, an in‑house maintenance team provides facility and equipment support, ensuring that all stations, administrative buildings, and vital infrastructure remain safe, functional, and mission‑ready.

Chief Shaffer holds a Bachelor of Business Administration, providing a strong foundation in organizational management, financial systems, and administrative leadership. His work ensures that Montgomery Fire/Rescue operates with efficiency, transparency, and the highest level of administrative professionalism.
