Envision Montgomery 2040

Adopted in 2020 as Montgomery's first comprehensive plan in more than 50 years, Envision Montgomery 2040 establishes a community-wide vision organized around six themes: Great Places, People, Assets and Amenities, Connections, Shared Prosperity, and Foundation. Its 120 recommended projects, policies, and programs guide preservation, revitalization, mobility, growth, and equitable access to opportunity.

This five-year implementation review reports that 79.5 percent of the plan's 120 strategic actions are completed or active. It highlights progress including the 2025 SmartCode, the Together We Rise public-safety strategy, neighborhood developer initiatives, and more than $50 million secured for transit, trails, and related infrastructure.

Montgomery Gateway Visioning Plan

Developed in partnership with MASS Design Group, this vision plan guides equitable infill, historical preservation, and community-centered redevelopment at Fairview Plaza and the City of St. Jude campus. It builds on the area's civil-rights legacy to support mixed-income housing, fresh-food retail, public space, and pedestrian-oriented development along West Fairview Avenue.

Purpose Built Communities Initiative: Policy Recommendations

This policy memorandum evaluates the national Purpose Built Communities model as a strategy for addressing concentrated neighborhood poverty. It recommends an integrated framework combining mixed-income housing, cradle-to-career education, and community wellness under the leadership of a dedicated community-quarterback organization.

South Montgomery Community Plan

Adopted by the Planning Commission, this subarea plan guides land use, zoning, neighborhood stability, and economic redevelopment across approximately 13 square miles of South Montgomery. It prioritizes revitalization along Southern Boulevard and Troy Highway, protection of flood-prone areas near Catoma Creek, and reinvestment in established neighborhoods.

Normandale Shopping Center Redevelopment Visioning Study

This visioning study explores redevelopment of the former Normandale Shopping Center as a continuing-care retirement community supported by reinvestment in surrounding neighborhoods. It outlines a phased program encompassing active-adult housing, independent living, assisted living, and memory care, supported by preliminary market, site, case-study, and development-cost analysis.
