Retiree Open Enrollment will be held September 1 – September 30, 2019 for an October 1, 2019 effective date.
The City of Montgomery maintains the Group Health Plan and Basic Life Insurance for eligible retirees and their eligible dependents. Once an employee retires, they are no longer eligible to keep the Vision or Flexible Spending Accounts.
The Group Health Plan includes coverage for Medical & Dental (Blue Cross Blue Shield of Alabama), Prescription (EHO), Mental Health & Substance Abuse (American Behavioral), Primary Care and Wellness Centers (CareHere), and an International Drug Plan (PreferenceRx).
Retirees under the age of 65 have the option of both the Traditional PPO Plan and the HMP (Health Management Plan).
Medicare Eligible Retirees
Retirees and their spouses on the City’s plan must enroll in Medicare Part A and B once they reach age 65. Participants under the age of 65 but who qualify for Medicare must also enroll as they are considered “Medicare-eligible”. These participants have the option of continuing the City’s Group Health Plan as Secondary or enrolling in a Medicare Advantage or Medigap plan through Via Benefits, a private Medicare marketplace.
The Group Health plan becomes Secondary to Medicare for Medicare-eligible participants. Retirees or spouses age 65 and older must be enrolled in Medicare Parts A and B in order to have full coverage for claims.
Enrollment in Medicare Part D is not necessary as the City offers creditable prescription drug coverage through EHO. You can find the Creditable Coverage notice at the bottom of this page.

Via Benefits (Medicare Marketplace)
Retirees and spouses wishing to enroll in a Medicare Advantage or Medigap plan through Via Benefits will be able to choose from a variety of insurance carriers and plan designs to fit their individual needs.
Enrollment through Via Benefits means the City will place annual benefit dollars in a tax-free account called a Health Reimbursement Arrangement (HRA). Retirees and their eligible spouses can be reimbursed from this account for medical premiums and eligible health care expenses on a tax-free basis.
Once enrolled in medical coverage through Via Benefits, the City of Montgomery will provide $2,800 for the retiree and $2,000 for the eligible spouse in January of each year. Eligible HRA expenses include:
- Medical, prescription drug, dental, and vision premiums
- Medicare Part B premiums
- Out-of-pocket expenses such as deductibles, co-pays, and your share of coinsurance for medical, dental, and vision expenses
It’s important to know that Via Benefits is an option and is not required. Choosing to enroll in a Medicare plan through Via Benefits means the participant will be removed from the City’s Group Health Plan and the monthly premium will no longer deduct from retirement checks. Retirees and spouses insured through Via Benefits will also keep access to CareHere.

The City provides wellness centers, CareHere, free of charge for all retirees and dependents (age 7 and up) insured on the City’s Group Health Plan or through Via Benefits. These centers offer extensive wellness services such as weight management counseling, exercise counseling, smoking cessation, and disease management.
CareHere can dispense over 180 generic medications and can write prescriptions to be filled by an outside pharmacy if needed. The centers cannot fill prescriptions written by another provider. You must be seen by a CareHere doctor to receive prescriptions. Ask your CareHere doctor if you qualify for the 90-day Mail Order Program!
Registration and Appointments
